President – Ray Stanhope

Ray Stanhope LEE (Lived Experience Expert), currently President of the Lone Star
Bleeding Disorders Foundation and member of NBDF LEE RAC (National Bleeding
Disorders Foundation LEE Research Advisory Collaborative), he is a person living with
severe hemophilia B. For over 30 years, he has served the Bleeding Disorder
Community in various positions. He served as the Treasurer of the local chapter for two
years in the early 1990’s and then was President of the chapter for two years. He was
elected to the National Hemophilia Foundation (NHF) Board of Directors as a Regional
Director and served as VP of Chapter Affairs for two years. He was then elected to
serve as President of NHF Board of Directors for two terms. In the early 2000’s he was
asked to serve on the interim Board of Directors for NHF after the previous board voted
to dissolve itself. He was elected to the NHF Board of Directors and served two terms
as Vice Chairperson and then served three terms as Chairperson of the NHF Board of
Directors. During this more than 30-year period he has served on numerous
committees, working groups and task force. He has served as 2nd Vice President of
LSBDF for a year before assuming the presidency. He was awarded the NHF Robert
Lee Henry Volunteer of the Year in 1995 and the first ever recipient of the NHF Loras
Goedken Meritorious Service Award in 1997 for his remarkable leadership and devoted
service. In 2025, he was awarded the NBDF LEE of the Year. He enjoys working in his
yard and does various forms of woodworking as a hobby.

Secretary – Amanda Wolgamott

Amanda joined the Lone Star Chapter Board in 2015 and has held multiple positions including Secretary and President. As the mother of two boys, one with severe hemophilia, she has stayed involved in the bleeding disorder community since her son’s diagnosis in 2012.  In addition to being a team captain at the annual Unite Walk in Houston, she and her family also attend the Texas Bleeding Disorders Conference and NHF Inhibitor Summit each year.

Amanda feels that community is the best way for new parents of people with bleeding disorders to find their path forward, and wants to give back to the chapter that helped her out. She also volunteers at her children’s school, and is the Camp Administrator at Camp Ailihpomeh, Texas’ camp for boys with bleeding disorders.

She is currently serving as our Lone Star Chapter Secretary.

Vicky Brown
Vicky Brown brings a wealth of experience, dedication, and enthusiasm to the role. Having previously served on the Board, she is already well-acquainted with the mission and vision of the Lone Star Bleeding Disorders Foundation and has expressed her eagerness to continue contributing to its growth and success.

Vicky is the mother of a 33-year-old son with severe hemophilia, a life experience that has given her a profound understanding of the daily challenges faced by individuals and families in the bleeding disorders community. Now retired after 33 years with AT&T, she is able to dedicate both her time and energy to supporting advocacy, outreach, and educational efforts that strengthen our community.

She is known for her strong interpersonal and organizational skills, and she describes herself as an active listener who values collaboration and teamwork. Mrs. Brown is especially interested in expanding advocacy initiatives and in developing programs that engage younger members of the community through social media and educational campaigns. Her approach combines empathy, structure, and a practical understanding of what it takes to mobilize people around meaningful causes.

Residing in Katy, Texas, Vicky has also expressed a desire to help broaden the Foundation’s reach across the state. Her long professional career and community involvement have equipped her with the communication and leadership skills needed to be an effective and dependable member of the Board.

Jorge de la Riva Jr

Living with Severe Hemophilia A and a lifelong resident of Texas, Jorge de la Riva’s dedication to the Lone Star Bleeding Disorders community is deeply personal.

He currently serves on the Board of Trustees, where he continues to learn from and collaborate with advocates across Texas and beyond. Over the years, he has connected with community members at local, national, and international events, including through the SURO youth leadership program and various hemophilia conferences.

Professionally, he works in Data Science at CenterPoint Energy, bringing to the Board a strong commitment to oversight, accountability, and effective governance. His focus remains on ensuring the Foundation’s mission to serve Texas’ diverse bleeding disorders community for years to come.

James Setliff
Mr. James Setliff has a strong personal connection to the Foundation’s mission and a sincere commitment to supporting the bleeding disorders community. James is easygoing, thoughtful, and brings both lived experience and a collaborative mindset that would add meaningful perspective to the Board.

James has a long history with the Foundation. He has known several current members, including Ray and Melissa, for many years and remains active within the community through the Blood Brotherhood program. Living with mild Hemophilia A, he understands the challenges families face and has spent decades advocating for better awareness and access to care. With 35 years of experience in IT and prior service as a board secretary, James brings valuable organizational and technical expertise. He’s well-versed in Robert’s Rules of Order and comfortable navigating group decision-making with patience and respect. His approach is to listen first, contribute thoughtfully, and work toward consensus — qualities that make him a reliable and balanced team member. James is also engaged in advocacy and outreach, supporting social campaigns for individuals with chronic illnesses and participating in initiatives that promote visibility for the bleeding disorders community. He believes in leveraging both traditional and digital media to expand awareness across Texas and sees opportunity in building stronger ties with donors and community leaders. Now retired, James has the time and passion to contribute actively to the Foundation’s goals. He’s eager to help reopen key funding channels, strengthen outreach, and foster more informal gatherings to bring the community closer together. His empathy, dedication, and collaborative nature would make him a strong addition to the Board.

Gail Boggs
Gail Boggs previously served on the Board and brings valuable experience in community engagement and advocacy (having attended Washington days along with her daughter). She is well-versed in our mission and vision and emphasized that increasing public awareness is key to both organizational growth and effective fundraising. She is an active listener who collaborates well with others to drive meaningful change. Additionally, she is familiar with the functions and procedures of nonprofit boards, including Robert’s Rules of Order.

As the mother of a daughter living with Von Willebrand’s disease, Mrs. Boggs brings a deeply personal understanding of the challenges families face—particularly those related to diagnosis and access to care. Her family’s experience has strengthened her commitment to helping newly diagnosed families navigate the early stages of their journey, so that others might avoid similar hardships.

She also expressed a strong interest in expanding outreach efforts, particularly through initiatives to educate first responders and to increase awareness and access to resources in geographically underserved areas of Texas. Additionally, she is passionate about improving community understanding of available support for those experiencing financial or insurance-related difficulties.

Mrs. Boggs is reliable, thoughtful, and collaborative. She currently volunteers with the Walk event and enjoys contributing to its success. Her professional experience in accounts payable could also make her a potential candidate for Treasurer in the future. She values transparency, accountability, and teamwork, and is prepared to dedicate the time and effort required to serve effectively on the Board.
